First announced: Ontario introduced the Working for Workers Seven Act, 2025 on May 28, 2025 (Bill & related regulatory proposals published).
Submitted by: NYBACS Compliance Desk

Ontario proposed the Working for Workers Seven Act in May 2025, bringing further changes to employment standards and employer obligations.
New rules include expanded written information for new hires and other employee protections (various effective dates in 2025/2026).
Employers should update contracts, onboarding kits and payroll processes.

What changed: The Ontario government introduced the Working for Workers Seven Act, 2025 (announced 28 May 2025) proposing amendments to the Employment Standards Act and other workplace laws. The package includes expanded written-information requirements for new hires (coming into force July 1, 2025 for employers with 25+ employees), changes to leaves, posting obligations and other employer duties.

Who’s affected: Ontario employers (particularly larger employers and those with provincially regulated employees) — HR, payroll and compliance teams must adapt.

Immediate actions (NYBACS checklist):

  • Update new-hire documentation and onboarding checklists to include the prescribed written information.
  • Review payroll and leave policies to ensure they match the new statutory entitlements.
  • Train HR and hiring managers on posting and documentation obligations effective in mid-2025.

Practical notes: Several provisions have staggered effective dates — employers should maintain a compliance calendar and consult employment counsel to adjust handbooks and contracts promptly.
